"Bato-bato sa langit... "

I kept hearing this song at the store .. it's got a nice beat to it but something is bothering me. Part of the lyrics included this quote.

"Bato-bato sa langit, ang tamaan wag magagalit.. " ... in a literal translation it means that rocks thrown up into the sky and whoever gets hit shouldn't get angry. It actually means that whatever piece of insult or criticism thrown up and whoever takes offense admits that they are the one being talked about. Now, why are so many people using this saying? As far as I can see this saying is just an excuse to get away with an insult. Or maybe I'm missing something here...

I do not approve of this saying ... unless anybody can enlighten me of why someone would use this quote randomly without trying to strike a jab on someone. Or is it's true meaning is to lighten offense? but then this saying is much too heavily abused for sarcastic jabs.

So if I don't like someone and I make a snide remark , he/she then asks if it was he/she who's being talked about - I would then flat out lie and tell him/her that it's not them just to get out of a confrontation. It's some kind of a sneaky way to insult someone with the luxury of an escape hatch just in case you get confronted... Does this saying display a weak trait of Filipinos? are there foreign countries sharing a similar quote? does it promote people to be more sarcastic?
